01 / Understanding EPA Certification

EPA technician certification requirements are established under the Clean Air Act to support safe servicing, recovery, and handling of regulated refrigerants.

Two important certification programs apply to different types of refrigeration and air-conditioning equipment.

EPA Section 608 Certification

Section 608 applies to technicians performing regulated work on stationary refrigeration and air-conditioning equipment.

Examples include central air conditioners, heat pumps, commercial refrigeration systems, chillers, and stationary cooling equipment.

EPA Section 609 Certification

Section 609 applies to technicians servicing motor vehicle air-conditioning systems for compensation.

These systems are commonly found in passenger vehicles and other eligible automotive applications.

Important: Section 609 certification alone does not authorize the purchase of refrigerant intended for stationary air-conditioning or refrigeration equipment.

02 / Types of Section 608 Certification

EPA Section 608 certification is divided into categories based on the equipment a technician is qualified to service.

TYPE I — Small Appliances
For servicing qualifying small appliances.

TYPE II — High-Pressure Appliances
For servicing high- and very-high-pressure appliances other than small appliances and motor vehicle air conditioners.

TYPE III — Low-Pressure Appliances
For servicing low-pressure refrigeration and air-conditioning appliances.

UNIVERSAL CERTIFICATION
Covers all three Section 608 technician certification types.

03 / Refrigerant Purchasing Requirements

Federal regulations restrict the sale of many ozone-depleting and substitute refrigerants to appropriately certified technicians and other legally authorized purchasers.

PROFESSIONAL PURCHASE REQUIREMENTS

Purchasers may be required to demonstrate one of the following:

  • Relevant EPA Section 608 technician certification.
  • Relevant EPA Section 609 certification for approved motor vehicle A/C refrigerant purchases.
  • Documentation that the purchaser employs an appropriately certified technician.
  • Authorization to purchase on behalf of a qualifying employer.
  • Other purchasing eligibility permitted under applicable regulations, including qualifying resale transactions.

Purchase eligibility depends on the refrigerant, intended application, and applicable federal requirements.

Limited exceptions exist for certain small, compliant containers of substitute motor vehicle air-conditioning refrigerants. These exceptions do not generally apply to full-size refrigerant cylinders.

04 / Purchase Eligibility Verification

Regulated refrigerant sales may require verification before an order is released for fulfillment.

Depending on the transaction, suitable documentation may include:

  • An appropriate EPA technician certification card or certificate.
  • Relevant business information for a qualifying commercial purchaser.
  • Documentation showing that the purchasing business employs a properly certified technician.
  • Authorization for an individual purchasing on behalf of an eligible business.
  • Other records required for a legally permitted transaction.

For your privacy, do not send sensitive personal identification documents through unsecured channels. Request a suitable submission method first.

Seller responsibility: Online refrigerant sellers must verify qualifying purchasers and maintain applicable records. A notice on a website alone does not satisfy the seller's verification obligations.

05 / Refrigerants & Equipment Compatibility

RTCOOLING offers information about refrigerants commonly used in HVAC, commercial refrigeration, and automotive A/C systems.

Air Conditioning & Heat Pumps
Examples include R410A, R407C, R32, and R454B for compatible equipment.

Commercial Refrigeration
Examples include R404A, R407A, R448A, and R449A for appropriate refrigeration systems.

Automotive Air Conditioning
Examples include R134A and R1234yf in vehicle systems specifically approved for the relevant refrigerant.

Existing R22 Systems
Qualifying previously produced or reclaimed R22 may be used to service compatible existing equipment in accordance with applicable restrictions.

Compatibility Notice: Refrigerants are not universally interchangeable. Never substitute one refrigerant for another without appropriate manufacturer approval and professional assessment.

06 / Refrigerant Cylinder Safety

Refrigerant cylinders contain pressurized substances and must be stored, transported, and handled with appropriate care.

IMPORTANT SAFETY GUIDELINES

  • Use refrigerants only in approved compatible equipment.
  • Read the product Safety Data Sheet before use.
  • Use appropriate personal protective equipment.
  • Keep cylinders away from excessive heat and physical damage.
  • Secure cylinders against tipping.
  • Maintain appropriate ventilation.
  • Use recovery and charging equipment approved for the refrigerant.
  • Prevent exposure to ignition sources when handling flammable refrigerants.
  • Never intentionally vent regulated refrigerants.
  • Follow applicable transportation and disposal requirements.

07 / A1 & A2L Safety Classifications

Refrigerants have safety classifications that help identify their toxicity and flammability characteristics under specified testing standards.

A1 Refrigerants

Lower-toxicity refrigerants with no flame propagation under standard test conditions.

Examples: R410A, R407C, R404A, R448A, and R449A.

A2L Refrigerants

Lower-toxicity refrigerants with lower flammability, requiring suitable equipment and specific safety precautions.

Examples: R32, R454B, and R1234yf.

Neither classification eliminates the need for proper ventilation, safe cylinder handling, and manufacturer-approved service procedures.

08 / Refrigerant Recovery & Environmental Protection

Preventing refrigerant emissions is an important part of responsible HVAC and refrigeration service.

Applicable EPA rules prohibit intentional venting of many refrigerants during regulated servicing, maintenance, repair, or disposal activities.

  • Use approved refrigerant recovery equipment.
  • Follow applicable recovery and service procedures.
  • Repair leaks in accordance with relevant requirements.
  • Do not mix recovered refrigerants without appropriate authorization.
  • Follow requirements for refrigerant reclamation and resale.
  • Use appropriate disposal and recycling services.

Used refrigerant generally must be reclaimed by an EPA-certified reclaimer before it can be sold to a different owner for use in an appliance.

09 / Important Information About R22

R22 is an HCFC refrigerant historically used in air conditioning, heat pumps, and refrigeration equipment.

U.S. production and import of newly manufactured R22 ended on January 1, 2020.

Previously produced or properly reclaimed R22 may continue to be used to service qualifying existing equipment, subject to applicable requirements.

The EPA does not require homeowners to immediately replace existing R22 equipment solely because of the phaseout.
